It would probably work but I don't really like neem personally, if I did use it would be in veg only. I used a thick layer of perlite or hydroton and it helped me curb them. My sticky traps showed a drastic decrease after that application. I prefer non-chemical cures when possible.

I used one of these clever little things when away a lot.
Dumped the pots in the conservatory in a huge tray on top of some capillary matting and that thing in the corner attached to my old autopot res.
PLants were alive and upright whjen I got back after a week.
