Would a layer of sand keep bugs away?
I've been seeing some flys in the grow room and was wondering if I should add sand or something on the top layer of my pots.

Try diatomaceous earth,sprinkle across top

I use the yellow sticky pads as well seems to work well.

sticky pads work but they are really there to monitor numbers. yes they catch and kill a good number as well but they are mainly for leaving over a set period of time and then at the end of each time period you count the number in a given area so you know if the pest numbers are increasing and decreasing
I suggest as well as yellow sticky traps, that you get some chitinase either liquid or in the form of black soldier fly frass. this enzyme breaks down with shell of the eggs and also a broad spectrum nematode or sciarid fly specific nematodes
