Too much water causes this dear.
You gotta work that soil deep. On my farm we don't use tillers as it compacts the soil after hard rains and causes disasters . We use chisel ploughs, broadforks and spades/forks only . It keeps the soil agregates in tact and provides a nice aerated soil deep below for deep rooting crops like carrots, beets etc

The best we found for carrots is raised rowbeds of 30" wide with 3-4 rows per It provides good drainage and aeration , they dry faster after mega rains too
