The most accurate way of doing it is with a PAR meter but they cost mega bucks. A lux meter is a cheap way of checking your light intensity.
You can use an app or buy a meter for about £25.
The numbers to aim for are:
Seedlings 5000 to 7000 lux
Veg 15000 to 50000 lux
Flower 45 to 65000 lux.
The max is 75000 anymore than that is too much for most plants.

I use a luxmeter on my phone. MAX I can get is 90000 with any plants tbh and you risk bleaching.
LED's seem to go off PAR tho, an expensive meter but for general growers just use a mobile phone app :)
