You could fill that ebay one in no time.
To start one off...
Add your medium in layers of green and brown. Doesn't really matter what goes in first (green or brown)
It's the right time of year to gather up the fallen leaves. You may have time to cut the grass once more.
If you can add animal manure (horse, cow, sheep) but avoid night soil and shit from cats/dogs.

Worms will appear naturally - if your compost bin doesn't have a base. During the summer, I went to a friend place where she had a horse shit pile that was almost 6 feet high, 20 feet long and 9 feet wide. There were loads in there. Come autumn, I didn't find one.
Even without worms, it will decompose due to the bacteria. You can add a couple of watering cans of molasses water (carbs for the bacteria) as well as pee - nitrogen speeds things up.
Bonfire night isn't that too far away. If you can, collect any ash from the bonfires and sprinkle it into the compost bin (good for potassium)
You can buy worms, but they are best for worm bins at this time of year.
Don't use earth worms.

I've purchased one of these for winter...
£6 from Tesco.
I'm going to fill it with leaves and throw in some worms. Nothing else except maybe some eggshell crumbs for their gizzards.
