I doubt it very much. Myself i have 2 plants vegging under 30-40watt I.S led and they are thriving less my fault not feeding enough being lazy. For veg you only need 15w per square foot.
So I would recommend for a 2.4*1.2
2 X ISH 265 units. Either e line or V3

How productive are you looking for the mothers to be?
You can easily keep mother plants with a 6w poundland bulb but with the low light ya couldnt take cuts daily or anything, just every few weeks to a month
The light will really depend on how productive you want the mother or mothers to be
1.2x2.4 of mother plants is alot of mothers so I'd assume you wont need clones of each weekly or very frequently at all
Barely any light needed at all imho
