Are the cups mini reservoirs for each container?

Exactly! This way I can tell which ones are drinking more. Some times those waterers get a bit of an air leak around the seal and don't keep a prime. If they don't use ANY water I know something is wrong with that one.
Also I do water on a regular basis with dissolved nutes. The water in the cups is just PH'ed water so it doesn't plug up the waterer.
The waterers are for if I get too high on watering night my poor plants don't suffer.

Nice little setup @TommyT. I do like a nice SOG! I used to use light movers back in the day but they could be unreliable and then one nearly started a fire so I got rid. Used then for over a year though and covered a 3x2m room with 4x600w lights! Maybe with the LED revolution and DC they can make a moving light with no cables required.
